If a person loses weight from BMI 30 to 25, reducing their calories from 3100 to 2500, will their IQ be negatively affected even slightly during the time of weight loss?

And how many% can I do calorie restriction without affecting memory because I read that 30% helps prevent Alzheimer's!

Why don't you try taking some online memory test each day or once a week at the same time every day and track your progress?  There are also lots of dual-n back apps in the app stores, that's probably even better as doing them regularly has been shown to benefit brain functioning: https://play.google.com/store/apps/details?id=phuc.entertainment.dualnback&hl=en
